Allow to post fonts through rest API

Description

It would be really great to allow post of fonts into Geoserver via REST Interface, especially everything is cloud native and do not like to touch any of the Geoserver directories.

That is the point of the resource rest api; to manage fonts, icons and small config files (used by some datastore like pre generalized datastore).

There is also a GUI front end for doing this (https://docs.geoserver.org/latest/en/user/configuration/tools/resource/index.html#tool-resource) for non REST API users.
