Run the cite tests with shapefiles.

Description

We have this nice confCiteShapefile directory, that I don't know if anyone has actually run. I think it should actually do decently, as someone was making an open source java wfs test engine, and was submitting bugs against shapefile, so I put in fixes for a bunch of things that cite would have got. If someone else could run it and send me any failures I can probably fix them pretty fast.

<p>Long story short, the only piece we're missing to close this one, assuming anyone still cares, is a datastore that can do attribute renames read/write, both on feature attributes, filters, query components like ordering, and then a GUI and config to allow the admin to perform the renames. Uh, very doable, at the same time, not exactly trivial from the amount of work point of view.</p>

<p>Could we mark this as won't fix? The reason it was created back in the day is to avoid the requirement to setup postgis in order to run cite tests.</p>
