Add support for VPF files

Description

There has been some great work done in GeoTools by Knut-Erik Johnson, Jeff Yutzler, and John Meagher, building upon Artur Hefczyc's original work. It's on the trunk, so as soon as GeoServer upgrades to 2.1.x we can roll it in. Or Jeff may be attempting to back port it to 2.0.x, in which case we can get it in the 1.2.x series of GeoServer.

<p>I really, really want to see this in, since I've dropped the ball for the vpf guys. Go ahead and put this on head, so it actually gets users testing it. And do some good testing yourself. I remember a few little weird errors, basically it would say there was a featureType, but it would be empty, and would always cause errors on the GetFeature requests. But this would be a great format to have, since it could be available in the default install, showing geoserver supporting more than one format, because we can include the data. You should be able to find some vpf data online, there's a good bit of freely available stuff, we just need to get a nice small one.</p>
