Faster and more efficient postgis datastore

Description

Postgis data access can be sped up by using well known binary instead of well known text. This should lead to some solid speed improvements. Another improvement can be had in memory overhead, so that postgis does not hold all the results from a query in memory, instead fetching as needed. This will take better advantage of the new streaming datastores.

Also can improve speed by using a 'loose' bounding box option when users want it. This performs against the envelope (&& operation) and can use the spatial index. But as it's not exactly right all the time we must allow users to choose to use it or now.
