UerContainer based login/logout needed

Description

We need to figure out how to handle login/logout.

Struts In Action recomends making use of a UserContainer layer which acts as a strongly typed Session container.

Right now we are just recording things like the selected data store as their own entry in session.

This should change and we should use a UserContainer as managed by login/logout opperations. May need a separate security authorization mapping in web.xml - I am unclear on how the details work right now <img class="emoticon" src="https://jira.codehaus.org/images/icons/emoticons/sad.gif" height="16" width="16" align="absmiddle" alt="" border="0"/>

<p>On a server restart (with a new war file) you can directly access the styles page. Was thinking the UI should check for access on each page.</p>

<p>Finally fixed - secret was top put the redirect in the top level layout (if placed lower down in a tile just the tile would be redirected).</p>

<p>Made login required based on "layer", anything other the layer=application needs to have a user container.</p>
