Improve XML writer to take advantage of PropertTypes

Description

GMLUtils knows a lot about standard GMLPropertyTypes we can take advantage of this to write out more terse XML for WFS Describe opperations.

In addition this may result in "loosing" the exact gml:*PropertyType definitions provided by the user when writing out the content!

Also, looking at the gml utils class, it looks like a solid class, but should probably all be ported to geotools, to the gmldatasource module, so everyone can make use of it. Though I think that may be covered in another issue?</p>
