Self discovering of service URL

Description

In previous versions of geoserver, the service URL reported to clients was hand written in configuration files. It should be automatically discovered using the servlet's facilities so users get yet less stuff to configure.

I've just updated our servlet.jar, so that we can use request.getRequestURL(). I think this is the method that should be used. The tricky part is requests from different places, localhost vs. a url vs. an aliased url. This probably means we can't set it globally after the first request, since if the first request is from the admin, checking localhost to see if it works, it'll report back localhost for every subsequent request, which would not be good. So perhaps org.vfny.geoserver.requests.Request should have a baseUrl field, that AbstractService sets every time, or something to that effect.

We're not going to fix this in 1.1.*, so we're moving it to 1.2
