misc dir and build script
Description
Currently there are files which should not be in the misc dir, either because they are old and unused or because they are meant to be elsewhere by convention (web.xml, *.xsd ...). These moves affect the build.xml file.
Expected results include following standard convention and less clutering of the dir. This would help maintain the files which aught to be maintained, and reduces the risk of human error due to missunderstandings of the current conventions.
