Disable snapshots for osgeo repository
Description
The top level POM (src/pom.xml) has this:
Some discussion with Jody on the ML indicates that we probably don't want that snapshots part. Snapshots should come from the Boundless repo (which we already have enabled).

I do plan a PR, but wanted to do some more tests after the repositories settle. Expect a few more days.
