Edges of image with NoData have white artifacts when reprojected

Description

GeoTIFF store with an 8 bit RGB GeoTIFF with #000000 as nodata. Published with the input transparency colour set to #000000. When viewed in WMS in a different projection, white artefacts appear around the edges of the image.

Merged to master, and backported to 14.x/2.8.x. Due to API changes, could not be cleanly backported to 13.x/2.7.x.
