Building gs-web-app with vectortiles profile fails due to missing maven dependency

Description

mvn clean install -Pvectortiles

Fails while building gs-web-app due to java-vector-tiles:1.0.9 not being available (The maven repo only has 1.0.8)

Added to the maven repo: https://repo.boundlessgeo.com/artifactory/main/no/ecc/vectortile/java-vector-tile/1.0.9/
Updated vector-tiles and script poms to remove old workaround: https://github.com/geoserver/geoserver/commit/a368b4884bfa344a5193a1ec4c59308c75c5f1f6
