KML: handle placemark placement when centroid of geometry not contained within

Description

At the moment placemark placement is based purely on the geometry centroid. Which, depending on the geometry may not fall inside of it. The image rendering code handles this by detecting this case and falling back to a sampling technique in order to find a better point that is contained within the polygon. The ask here would be to add this same capability to KML generation, either by default or perhaps by a format option.
