      Description

WFS 2.0 does not have a way to control usage of ids, but GML 3.2 has a "gml:identifier" optional property that is described as a persistent identifier (while gml:id is considered something temporary and unique within the particular XML document instance).

CITE tests are using this to restore the original data past transactions, failing to do so causes problems with the suite as it assumes it can scan the features once and then use over and over the original ids, even after delete/replace operations have been run (because they believe it's possible to just put the old features back preserving the ids)
