Removing extensions with own configuration bits may cause GeoServer not to start up anymore

      Description

      For example, removing the NetCDF extension causes the following:

      It would be nice if the metadata map would catch these exceptions and log them, instead of preventing startup.

      I am aware there is a similar issue with WPS and removed process plugins, however that one might be similar rather than same, and require a different solution
