Several fixes regaring the Windows batch files

Description

The batch files for starting GeoService on Windows, have several problems:
• When using GeoServer inside a folder containing spaces, the batch files do not work correctly
• When JAVA_HOME is not set, the ‘shutdown’ file does not work

Besides those problems, some extra info will be handy, when you run into problems starting/stopping GeoServer
• Show some extra info, when JAVA_HOME is not set and System Java is used

Marking as resolved, would be happier marking closed if original reporter tests a nightly

Tested using the lastest nightly build of 2.14.x - platform independent version

  • placed GeoServer in the folder [E:\Tools\GeoServer test spatie]

GeoServer startup successfully:

startup.bat

Shutdown also succesfull
