give the DataStores a chance to release resources at context reload/shut down

Description

When the web application context is just reloaded, it is possible (very) that some resources allocated by DataStores, such as connection pools or caches, do not get cleaned depending on how they're implemented.

Figure out how to manage it at context shutdown, since I'm getting no SDEConnectionPool cleanup and it can happen to others too.

<p>There is now a somewhat hacky fix in FreefsLog.destroy, it releases arcsde and ConnectionPool resources. It is a bit less than ideal, however, geotools first needs a cleaner way to let datastores free their resources.</p>
