Migrate to repo.osgeo.org repository

After many years of support from OpenPlans, OpenGeo, Boundless and then Planet Federal we are now in a position to migrate to OSGeo infrastructure.

Step one is to change over to retire repo.boundlessgeo.com and replace with repo.osgeo.org.
