DataUtilities Unit tests fails

Description

A recent change in the behaviour of compare has caused the corresponding unit test to fail. I would fix this but I am not 100% sure which is broken (test or class).

The compare method in DataUtilties has the following comment:

     * Namespace is not considered in this opperations. You may still need to reType to get the

     * correct namesapce, or reorder.

     * </p>

This appeares to no longer be true, i.e. namespaces ARE considered.

Namespaces where considered also before, just returned the opposite: 0 if namespaces where different, 1 if they were the same, which did not made sense to me. Anyway, I'm going to change it again according to the spec in the javadoc... which is not like backing up my change, but doing another one so that the last if, that considers namespace, is removed... Also, the previous version was throwing an NPE if the namespace of A was null...
