look up for needed arcsde classes and autodisable if not present

Description

It is possible that when trying to create an ArcSDEDataStore, the needed propietary classes from the ArcSDE Java API were not present. In this case, the datastore shall auto disable and gracefully notify this event.

ArcSDEDataStoreFactory.isAvailable() does its job, so there is no need to "autodisable", just ask for availability at clitent side.
