Use Java8 time for dates; current date methods deprecated

Description

Most methods in java.lang.Date are now deprecated in favor of the Calendar class in Java 7 or the classes in the new time package in Java 8.

Reading a dbf file containing date/time date returns old style Date objects forcing users to use the deprecated methods to access them. Not sure where else this shows up.

Recommend using the new Java 8 time package for dates and times who are returned from geotools.

GeoTools won't be based on java 8 for years, and we cannot use java 7 either since the minimum java runtime for geotools is java 6. Not sure when the minimum will be changed to 7, possibly next one or two years.
