CSS SLD Translation

Description

Using CSS styling is so much of an improvement over generating sld styles. I would like to use it all the time but there are some hickups within this css to sld generation:

1. I always have to set the style title (not rule title) within the generated SLD. Maybe one could introduce a directive like @styletitle "Titel". Same for an abstract.
2. The legend entries should be somehow orderable.
3. The legend rule names should be better controllable (a with b or a,b are not sufficient)
4. I would like to use @mode "Flat" to get an 1:1 to SLD rules. Therefore 3 wouldn't be a problem anymore. This mode was mentioned in some discussion email.

The legend is generated from the resulting SLD. So the rule generation should be (4) somehow more controllable.
