Do not fill tiny polygons when the overlapping stroke is sure to cover them

Description

When the stroke is continuous and thick enough to guarantee it's larger than the polygon, there is no point in also filling it. This optimization makes sense when zooming out on maps with a lot on small polygons (e.g., buildings), but does not hurt in general as the checks are quick.
