API tweak: change to 'decimal degrees' from 'degrees' for clarity

Description

In the API definition of
DefaultGeographicCRS.WGS84*
adding 'decimal' before degrees might prevent confusion. It's obvious this must be true if you assume that degrees are stored in a 'double' but there's nothing at that point in the API which makes this obvious.
