MarkFactory WMS rendering performance optimization

I found on some deployments GeoServer styling WKT evaluation starts with SVG instead GeoTools core ones. This causes a huge performance impact when a lot of features are in the rendering map. I'm suggesting to add a Geotools rendering hint to process, order and filter Mark Factories. GeoServer can filter and select the evaluation order of them during runtime via WMS settings.
