Consistent GetCapabilities online resource generation

Description

Check that each OGC Open Web Service provides a consistent way for users to specify the html page associated with the service:

  1. ServiceInfo online resource

  2. ContactInfo online resource: html page associated with the maintainer’s organization

  3. Settings: html page associated with the service organization

  4. The local GeoServer welcome page acts as a default if the above are blank
