ResolvingProxy is not able to fully resolve by name Catalog StoreInfo and ResourceInfo items

The Static method "resolve" of the "org.geoserver.catalog.impl.ResolvingProxy" class currently does not allow to resolve by name (and not only by ID) StoreInfo and ResourceInfo items from Catalog. Therefore enabling the XStreamPersisters reference by name only may cause error when loading/reloading the Catalog configuration.
