Use position:sticky for page buttons

With the improvement adding "apply" buttons the workflow is far more common - thank you!
One trouble is scrolling down to the "apply" button to try out a change, and then scrolling back to adjust.

This change uses css position:sticky so the buttons are always visible on the screen.
